Belarusian Deputies to Ratify Package of International Agreements during Autumn Session

The House of Representatives of the National Assembly of Belarus intends to ratify a package of international agreements during the forthcoming autumn session. The package includes the Belarusian-Latvian agreement on cooperation in social area, the air service agreements with Korea and Vietnam, the Belarusian-Russian agreement on Belarus-Russia Union State’s property, BelTA learnt from the press service of the Lower House of the Belarusian Parliament.
A reminder, the 9th final session of the deputy corps of the 3rd convocation will start its work on October 2. On September 28, 2008 the parliamentary elections of the new convocation of the Lower House are expected to be held. In line with the Constitution, within a month after the elections, the first session of the House of Representatives of the 4th convocation will be held. During the 9th session, deputies are expected to consider around 40 issues.
The Belarusian-Russian agreement on Belarus-Russia Union State’s property will allow the two countries to form the property of the Belarus-Russia Union State. In line with the agreement, the property of the Belarus-Russia Union State includes the means of the budget, the property created or purchased by the Belarus-Russia Union State, the property created due to implementation of the joint programmes. In line with the document, the property of the Belarus-Russia Union State may be used for carrying out the tasks of the Belarus-Russia Union State only.
The air service agreements with Vietnam and Korea are similar to the agreements Belarus has signed and ratified with over 40 countries earlier. The agreements regulate the provision of authority and liabilities of designated air carriers, determine their number for each side as well as the number of landing points. The agreements stipulate the adoption of flight timetables and tariffs, recognition of certificates and licences, collection of customs duties and other duties and taxes. Apart from that, the disposition of money earned by selling tickets and transfer of hard currency is regulated. Using agreed flight routes, a designated air carrier will be able to fly via the other party country without landing, land for non-commercial purposes, load and unload passengers, cargoes, and mail, which are transported between countries together or separately.
The Belarusian-Latvian agreement is, first of all, aimed at settling the issues of pension security of the citizens of Belarus and Latvia living on the territories of the two countries. The document regulates the pension issues in case a person moves to live in the other country. The agreement provides a progressive approach based on the principle of proportionality. In particular, each of the state grants and pays a pension, or its part, in compliance with seniority acquired on the territory of this state. For example, a Latvian citizen living in Belarus will receive a part of the pension from Belarus in case he/she worked in the country and a part of the pension from the Republic of Latvia. The same concerns the Belarusians living in Latvia. In case a pensioner moves from one state to the other, pensions will be paid out by the state which has awarded it (exports of pensions).
